Abstract

In times of crisis, effective decision-making by public authorities is crucial for mitigating adverse impacts and safeguarding the welfare of communities. This paper proposes a governance framework tailored to facilitate informed decision-making in public crisis management, leveraging timely and accurate crisis information. Through a review of existing literature and case studies, we identify key components essential for constructing such a framework, including information collection mechanisms, data analytics tools, decision support systems, and stakeholder engagement strategies. We emphasize the importance of real-time data integration from diverse sources, including social media, sensor networks, and traditional news outlets, to enable comprehensive situational awareness and risk assessment. Furthermore, we explore the role of advanced analytics techniques such as machine learning and natural language processing in processing and interpreting crisis information to derive actionable insights for decision-makers. The governance framework outlined in this paper aims to enhance the agility, responsiveness, and transparency of public crisis decision-making processes, thereby improving crisis preparedness and resilience at local, national, and global levels.
