Abstract

The European Union (EU) stands at the forefront of institutional innovation, particularly evident in its approach to policy-making in emerging fields such as biotechnology. This paper explores the dynamics of institutional innovation within the EU, with a specific focus on its biotechnology policy-making process. Drawing upon a combination of qualitative research methods, including case studies and policy analysis, we examine the evolution of EU institutions, mechanisms, and strategies in response to the challenges and opportunities posed by biotechnological advancements. Through a comparative analysis of biotechnology policies across EU member states, we identify key drivers and barriers to institutional innovation, such as regulatory harmonization, stakeholder engagement, and ethical considerations. Furthermore, we highlight successful instances of institutional adaptation and experimentation, shedding light on the factors contributing to effective policy design and implementation. By synthesizing empirical evidence and theoretical insights, this study contributes to our understanding of the EU's capacity for institutional innovation in complex and rapidly evolving policy domains, offering valuable lessons for governance and policymaking in the biotechnology sector and beyond.
