This study delves into the evaluation of performance in public scientific research institutes, aiming to develop robust indicators and methodologies for comprehensive assessment. Drawing on extensive literature review and empirical analysis, the research identifies key performance indicators (KPIs) that encompass various dimensions of institute performance, including research output, innovation impact, knowledge dissemination, collaboration networks, and institutional effectiveness. These indicators are carefully selected to capture both quantitative and qualitative aspects of institute performance, providing a holistic view of their contributions to scientific advancement and societal development. Additionally, the study proposes a methodological framework for the systematic evaluation of performance, integrating diverse data sources, analytical techniques, and stakeholder perspectives. The framework encompasses both internal and external evaluation processes, ensuring alignment with organizational goals, stakeholder expectations, and industry benchmarks. Through case studies and validation exercises, the research demonstrates the applicability and effectiveness of the proposed indicators and methodologies in assessing the performance of public scientific research institutes across different contexts and domains. The findings contribute to enhancing the transparency, accountability, and strategic management of these institutes, facilitating evidence-based decision-making and continuous improvement in research practices and outcomes.
