Abstract

This study explores the implications of research and development (R&D) evaluation practices in the United Kingdom, with a focus on the dual support system. The UK's dual support system, comprising funding streams from both government agencies (such as UK Research and Innovation) and higher education institutions (via research councils and university grants), has played a crucial role in supporting R&D activities across various sectors. Drawing on a review of existing literature, policy documents, and empirical studies, this research examines the effectiveness, challenges, and lessons learned from R&D evaluation practices within the context of the dual support system. Through qualitative analysis and case studies, the study identifies key factors influencing the design, implementation, and outcomes of R&D evaluations, including funding allocation mechanisms, performance metrics, peer review processes, and stakeholder engagement strategies. Moreover, the study investigates the impact of R&D evaluation outcomes on research funding decisions, policy formulation, and institutional strategies for research excellence and innovation. By synthesizing insights from UK R&D evaluation practice, this research offers valuable lessons and recommendations for policymakers, funding agencies, and research institutions worldwide seeking to enhance the effectiveness and accountability of R&D investments and foster a culture of research excellence and innovation.
