Abstract

This paper examines the evolution of science and technology governance in China, shifting from national-level management to a more collaborative and regionally focused approach. Specifically, the study explores the role of province-ministry cooperation in fostering innovation and technological development across different regions. Drawing on insights from policy analysis, governance theory, and regional development literature, this research investigates the mechanisms and implications of transitioning from centralized science and technology management to a more decentralized and collaborative governance model. Through qualitative case studies and empirical analysis, the study examines successful examples of province-ministry cooperation in promoting research, innovation, and technology transfer within regional contexts. Moreover, it explores the challenges and opportunities associated with this shift, including coordination mechanisms, resource allocation, policy alignment, and stakeholder engagement. By synthesizing insights from national-level policies and regional initiatives, this research offers practical recommendations for enhancing province-ministry cooperation and improving the effectiveness and efficiency of science and technology governance at both national and regional levels in China.
