This research explores the value orientation and viable pathways for the development and application of People's Livelihood Science & Technology (PLST). PLST, characterized by its focus on addressing the basic needs and improving the quality of life for individuals and communities, plays a critical role in promoting social equity, economic prosperity, and sustainable development. Through a comprehensive review of literature, policy analysis, and case studies, this study examines the underlying values and principles that guide PLST initiatives, including inclusivity, accessibility, affordability, and sustainability. Moreover, the research identifies and assesses the practical strategies and approaches that can be employed to realize the objectives of PLST, such as participatory decision-making, co-creation with stakeholders, technology transfer, and capacity-building. By integrating insights from various fields, including science and technology studies, development economics, and public policy, this study aims to provide a comprehensive framework for policymakers, practitioners, and researchers engaged in PLST activities. The findings of this research contribute to advancing our understanding of the role of science and technology in promoting human welfare and social progress, and offer practical guidance for harnessing PLST to address pressing challenges and improve the well-being of individuals and communities.
