Abstract

This study proposes a dual value-oriented performance evaluation framework for assessing government investment in science and technology (S&T). Drawing upon principles of value creation and public policy evaluation, this research develops a comprehensive approach that considers both economic and societal impacts of S&T investments. Through the integration of quantitative and qualitative indicators, this framework evaluates the effectiveness of government S&T investment in terms of its contribution to economic growth, technological innovation, job creation, and industrial competitiveness, as well as its impact on societal outcomes such as public health, environmental sustainability, and social equity. By adopting a dual value-oriented perspective, this study aims to provide policymakers and stakeholders with a more holistic understanding of the multifaceted benefits and trade-offs associated with government S&T investments. The proposed framework offers a systematic approach for decision-makers to prioritize investment priorities, allocate resources effectively, and enhance the overall value proposition of public investment in S&T.
