Abstract

This study delves into the correlation between government procurement policies and the related implemented rules, aiming to provide insights into the alignment and effectiveness of procurement regulations. Drawing upon principles of public policy analysis, legal studies, and governance theory, this research examines the relationship between government procurement policies, which outline overarching objectives and principles, and the specific rules and procedures implemented to operationalize these policies. Through a comprehensive analysis of government procurement frameworks and case studies across different jurisdictions and sectors, this study investigates how well the implemented rules align with the intended policy objectives, the degree of consistency and coherence between policies and rules, and the impact of this alignment on procurement outcomes, such as efficiency, transparency, and value for money. The findings offer valuable insights for policymakers, procurement practitioners, and stakeholders involved in shaping and implementing government procurement regulations, providing guidance for enhancing policy coherence, effectiveness, and accountability in public procurement processes.
