Abstract

This paper proposes an assessment index system and evaluation model for strategic emerging industries (SEIs). Drawing upon theories of industrial economics, innovation management, and strategic planning, this research develops a comprehensive framework for assessing the performance and development potential of SEIs. The assessment index system comprises multiple dimensions, including technological innovation, market competitiveness, policy support, sustainability, and social impact, among others. Through a structured approach, this paper defines key indicators within each dimension and establishes a hierarchical evaluation model that allows for the systematic assessment of SEIs across different stages of development and maturity. Moreover, this research discusses the application of the assessment index system and evaluation model in guiding policy formulation, resource allocation, and investment decision-making in support of SEI development. The findings offer practical insights for policymakers, industry practitioners, and researchers seeking to promote the growth and sustainability of strategic emerging industries in the context of economic transformation and technological innovation.
