Analyzing the Challenges and Root Causes of Intellectual Property Management in Chinese Universities: Policy Recommendations for Improvement

This paper scrutinizes the existing problems and underlying causes of intellectual property (IP) management in Chinese universities, offering policy recommendations for enhancing effectiveness and efficiency in this domain. Despite the growing emphasis on innovation and technology transfer, many Chinese universities encounter challenges in effectively managing and commercializing their intellectual assets. Through a comprehensive analysis of institutional frameworks, organizational structures, and operational practices, we identify common issues such as inadequate IP awareness, fragmented management processes, and limited technology transfer capabilities. Drawing upon insights from organizational theory, innovation studies, and policy analysis, we delve into the root causes of these challenges, including regulatory constraints, bureaucratic hurdles, and cultural barriers to innovation. Furthermore, we propose a set of policy improvements aimed at addressing these issues, encompassing reforms in IP governance structures, capacity-building initiatives for IP management personnel, and incentives for collaborative research and technology commercialization. By aligning policy recommendations with the unique institutional contexts and challenges faced by Chinese universities, this study provides actionable insights for policymakers, university administrators, and stakeholders involved in fostering innovation-driven development and knowledge transfer within the higher education sector in China.
