ALGERIA'S CULTURAL HERITAGE CHALLENGES: BETWEEN RESILIENCE AND TECHNOLOGICAL INNOVATION

This contribution provides an analysis of the legislative and regulatory mechanisms relating to the protection and enhancement of cultural heritage, focusing on Law no. 98-04 of 1998 and its implementing decrees. The study assesses the ability of these regulations to incorporate technological innovations and meet the requirements of the Sustainable Development Goals (SDGs).
Using a qualitative methodology based on lexical analysis, the texts in force were examined to identify explicit or implicit references to modern tools such as 3D scanning, artificial intelligence or blockchain. The results show an almost total absence of explicit references to technological innovations in current legislation, revealing a significant gap. Although certain concepts linked to the SDGs, such as the protection and enhancement of cultural heritage (SDGs 11 and 15), are present indirectly, Algerian regulations remain insufficient to meet contemporary challenges, including the impacts of climate change, citizen participation and sustainable tourism, thus limiting its resilience.
To remedy these shortcomings, recommendations are put forward, including an overhaul of texts to incorporate technological innovations (3D digitization, geomatics, automated surveillance, blockchain) and strengthen resilience in the face of contemporary challenges. These adjustments aim to modernize cultural heritage management in Algeria, exploiting technological advances to bridge the gap. An integrated approach, involving experts, decision-makers and local communities, is essential to preserve and sustainably enhance Algeria's rich heritage. The study also draws on international case studies to illustrate how successful technological integration elsewhere can inspire legal and strategic reforms in Algeria.
