Abstract

This study aims to analyze the role of local governments in empowering small traders in Biak Numfor Regency. Small traders play an important role in the local economy, but they face challenges such as limited access to capital, lack of entrepreneurial training, and infrastructure and technology constraints. This research uses a qualitative approach with observation, interview, and policy document analysis methods. The results of the study show that although the local government has carried out several empowerment programs such as providing training, business capital assistance, promotion and marketing assistance, its implementation has not been evenly distributed throughout the region, especially in remote areas. In addition, limited infrastructure and lack of entrepreneurial skills are obstacles to the development of small traders' businesses. Some programs have also not been followed by long-term mentoring, which reduces their effectiveness. This research suggests the importance of increasing collaboration between local governments, the private sector, and local communities in supporting the empowerment of small traders. In addition, the development of infrastructure and digital literacy needs to be prioritized to increase the competitiveness of small traders in the digital era.
