This paper examines the increasing trend of research and development (R&D) collaboration among Japanese firms and its implications for reforming the national innovation system. Through a combination of quantitative analysis and qualitative case studies, we investigate the drivers, patterns, and outcomes of R&D collaboration among Japanese firms, both domestically and internationally. Drawing on insights from innovation studies and policy analysis, we assess the effectiveness of existing policies and institutional frameworks in promoting R&D collaboration and fostering innovation ecosystems in Japan. Additionally, we propose policy recommendations aimed at enhancing R&D collaboration, strengthening innovation networks, and leveraging global partnerships to stimulate technological advancement and economic growth. By providing a comprehensive evaluation of R&D collaboration among Japanese firms and its implications for national innovation policy, this paper offers valuable insights for policymakers, industry stakeholders, and researchers seeking to enhance Japan's innovation capabilities and competitiveness in the global landscape.
