MEASURING THE SUSTAINABILITY LEVEL OF NEIGHBORHOODS WITH THE INDI STANDARD - CASE OF THE NEIGHBORHOOD 1600 AADL APARTMENTS IN MSILA, ALGERIA

The eco-district has become a key concept of sustainable development. This is a new approach that has required an upgrade of the existing measurement and design tools at the building level. All the tools share environmental, social and economic concerns, but there are those who develop a holistic approach such as tha Indicators Impact (INDI) millennium 2012 (European) model of the HQE2R approach. The objective of this study is to measure the level of response of the project 1600 housing AADL, with the INDI reference according to its structure (Enjeux, Themes and Indicators). The results ranged from 0 to 1.9/5 on the “new governance” issue, from 0.5 to 2.8/5 on “contribution to the sustainability of the city”, from 1.1 to 2.8% on “coherent response to local issues”, and from 0.5 to 4.5 on “locally taking into account major global issues”. With this experience, project management around the world, and more specifically in Algeria, can be more effective and participatory.
